Dr. Rachida Mamade

Deputy National Director of Planning, Statistics and Cooperation, Mozambique

Dr. Mamade holds a master’s degree in public policy and governance, and an undergraduate degree in International Relations and Diplomacy. She is a professional passionate about establishing international partnerships and working on international projects with local impact.

She has many years of experience in public service, most recently as the Deputy National Director of Planning, Statistics and Cooperation at the Ministry of Science, Technology and Higher Education (MCTES) of Mozambique.  In her current position, she works with several national and international partners to promote higher education, science, technology, and information and communication technologies using scientific educational diplomacy and cyber diplomacy.

She is a member of the United Nations Ad-hoc Committee for drafting the International Convention against the use of ICT for criminal purposes; a member of the Board of Directors of the National Professional Education Authority (ANEP); a member of the University Council of Rovuma University; and a member of the Steering Committee of MozSkills, a World Bank project that aims to improve the quality of higher education and technical and vocational training (TVET) in Mozambique.

Dr. Mamade’s skills and abilities include leadership, customer relationship management (CRM) and conflict management. Her objective is to contribute to improving the quality and relevance of higher education and science and Information and Communication Technologies in Mozambique and the region.
