Dr. Edwin P. Mhede is a distinguished development economist and an empirical researcher who has made significant contributions to both the public and private sectors in Tanzania. His current role as Deputy Permanent Secretary at the Ministry of Livestock and Fisheries (MLF) allows him to influence public policies that impact the fisheries and blue economy sub-sectors for human development, which are vital to Tanzania’s economy. Before this, he held several prominent positions, including Deputy Permanent Secretary of Trade and Investment at the Ministry of Industry, Trade, and Investments (MITI), Commissioner General of the Tanzania Revenue Authority (TRA), and Chief Executive Officer of the Tanzania President’s Office Dar es Salaam Rapid Transit Agency (DART).

He is an Advisory Group Member of the Domestic Resource Mobilization Programme of the United Nations University World Institute for Development Economics Research (UNU-WIDER) to support developing countries raise and administer domestic taxes and non-tax revenues. He joined the Board of Directors of NMB Bank Plc in June 2020 and was subsequently elected as the Board Chairman, reflecting his leadership capabilities and expertise in banking corporate governance and economic matters. He has served on various corporate Boards of Directors or private and public sectors such as CRDB Bank Plc, the National Development Corporation (NDC), Dar es Salaam Water and Sewerage Authority (DAWASA), Export Processing Zones Authority (EPZA), Public-Private Partnership Steering Committee (PPP-SC) of the Ministry of Finance. He also served as a consultant of the World Bank Group on the large-scale Project Light Manufacturing in Africa for Jobs (focusing on the garment manufacturing entrepreneurs in Dar es Salaam industrial cluster).

Dr. Mhede earned his Ph.D. and a master’s degree in development economics from the National Graduate Institute for Policy Studies (GRIPS) in Tokyo, Japan, and a Bachelor of Science in Agricultural Economics and Agribusiness from Sokoine University of Agriculture (SUA) in Morogoro, Tanzania. He is a certified Director and a recipient of the prestigious Japanese Government Foreign Minister’s Commendation and is highly regarded for his leadership in implementing multifaceted economic programs that foster growth in Tanzania’s public and private sectors.

With over 18 years of amassing hands-on professional practice, Dr. Mhede has developed extensive knowledge and skills in various areas, including development economics, trade, economic policy for inducing industrialization, international negotiations, and industrial research and investment. His strategic vision and commitment to economic development have earned him respect among his peers and stakeholders. Through his work, he continues to play a pivotal role in shaping Tanzania’s economic landscape, driving initiatives that promote sustainable growth and development.
